Hiroshima Prefectural Public Workers Monument

The morning of August 6, 1945
Hiroshima became a sea of flames.
People jumped into the river escaping from fires.
The rivers still repeat the ebb and flow as that day.
All I can do is to float lanterns
To console the victims' souls.

Explanation

Nearly 1,141 people were killed at the prefectural and prefecture-affiliated offices around one km from the hypocenter.

As the prefectural office collapsed and burned to the ground, the office was moved to the Tamonin Temple at Hijiyama Mountain that evening, which had been appointed as the emergency shelter, and the Prefectural Air Defense Headquarters was set up. Then the office was moved again to the Eastern Police Station, presently Naka-ku Kanayama-cho, and people in the office operated rescue missions for two weeks after the day of the bombing. Later on, the office was moved to Aki-gun Fuchu-cho (presently inside Mazda Co.) and the work was continued from there.
